Help: I implemented a solana action but the wallet says unable to simulate.

I followed this example https://github.com/solana-developers/solana-actions/tree/main/examples/next-js and made a donation page for my website where there is a qrcode that people can scan with a wallet and transfer specific amount of SOL to me. However, after scanned in phantom it says ‘unable to simulate’. Does anybody know the cause of it? If I continue to sign the tx it works fine though.
