Is this an example of rug pull

I am very very new to Meme coins, and studying it more out of curiosity than anything else. I was following this coin this morning SONIC on Dex Screener and it made me lose my mind. At one point it was well over 1.5 Mill Mkp but now its at 17K. Can someone please answer the following for me.

1. Is this a typical rug pull?
2. Did some actually make that Mkp worth of profit ( fairly or unfairly doesn’t matter)
3. When pepple start selling, does it include all of the coins originally minted and again, did someone make the Mkp worth of money?

Forgive me if the questions are lame, like I said, very new to this.
