Blockchair – is there anyone who is familiar how to transfer money from blockchair?

My partner invested money on capitalgates.io. After gaining profit, he decided to withdraw the amount, but ‘staff’ on capitalgates transferred his money without asking to blockchair. We are not familiar on this site. He received immediately an e-mail from some fraudulent company says they want approx 14K dollars to be deposited to be sure he is not acting on behalf of terrorists or does money laundering. Problem is, he cannot withdraw amount from blockchair. Maybe the fraudulent company has access to his funds and stops doing any action.
