Using cryptocurrency to change cny to usd

Hi guys

I’m currently moving to the US from china, but there’s limits for the amount of usd someone could change in a year

So I’m planning to use cryptocurrency, are there any advice about which exchange I should use to sell me usdt with really low fee?

As I currently know Coinbase has no fees for changing usdc to usd, but I need to change usdt to usdc first.
